I have been emailing with this woman from Nashville, TN. I notice that some of her emails are very poor English while others are not. How can I be sure this is not a scammer? It seems like I am communicating with 2 different people.

It is very likely that you are communicating with 2 different people. Scammers work in teams, so that might explain the poor/good English with the different ...
