WE'RE HERE in Texas too! I'm not very familiar with the Dallas area, but would be willing to explore it with you.
Then there's Houston. Houston's a great place, 2nd in the Nation for cultural events, ie symphony, ballet, museums. In order to find a quality women (of any color) I'd suggest any of those events.
There are also many single women at sporting events. I attend Rockets games with my friends, we tailgate at Astros games. At sporting events it's really easy to know if a woman's single or not b/c more times than not she'll be with her guy if she has one. Plus you have a better idea of the interests of the woman you're meeting.
If I could give any guy interested in dating black women one piece of really important advice:
When you're chatting her up. Let her know explicitly that you're interested in her otherwise she'll simply think you're being friendly.
I have this problem all the time. I don't know if a guy's simply being friendly or if he's interested. His smile says interested but he never lets it be known expressly, so I generally end up walking off and smiling. And I'm sure he's thinking that *I* wasnt interested.

I believe that most people are ok with it. The only areas where I have been looked at like I'm crazy is up north.....Pennsylvania and Connecticut. I live in Atlanta and there seems to be so many interracial couples here.
God are there still places where people stare? Well in LA... no drama. Everybody's over it. And like someone else said, NY. Not sure how that would work out for u in Texas though. Seems it could be touchy. Now I will give u advice that's sure to work... Go to a restaurant that u know black women visit... (we love to eat) Sit at the bar, scope out the joint. When u see a table full of women (women only, don't do this if there are any men present) tell the waitress that you'd like to pay for their meal. Tell the waitress to tell them that the meal is compliments of a secret admirer. They will eventually figure out that it's you and will definitely come by to thank you. Then focus in on the one u are interested in, give her your card w/ cell & tell her that u'd love the opportunity to spoil her w/ no strings/expectations attached... that should do it. But u can only do this a few times or else it'll be lame. Good luck!
In my opinion u won't find a women of any race shape nor size if u looking for her you truly just have to be patient love finds you it seeks you out people have to realize true love is not something u can make happen now if u just won't someone an u willing to settle just pick someone off your comments list at least u no these women r interested. hi. nyc is THE ideal place for those seeking relations of any kind. it's such an enormous melting pot that whatever your specific type is, i assure you there are several that will fit within your criteria. my assumption is that a black woman who is well educated and/or successful , and/or who lives in a town where there are limited black men from whom to choose would be most open to dating outside of her race. i would suggest that you go to places that may interest someone that fits that profile and ask friends and friends of friends if they know of any eligible black females. good luck =)
