A theory of mine. With auto insurance, the premium I pay, is directly related to my driving record. That includes for whoever else I put on my insurance.

Briefly, coulndt that be applied to criminality? Turning 18, ones "criminiality premium", would be dirt cheap, and paid thru ones taxes. The first crime committed, his or her premium goes up, a little. More, the second offense. The third crime, the individual is moved into the "hard to insure" category. His or her premium is many times the going rate.

The result? A repeat offender, would think twice or even three times, about offending the third time. He simply woulndt be able to afford it!

Or in a criminal mind, the gain might not be worth the pain.

In auto insurance, in my world, I know this works. My previous partner had a fondness for driving into ditches, and then calling the insurance company. As a result,I was paying 400C a month for insurance, one year in advance, with no choice in the matter. She is now off my insurance, and my premium is going down. But, nothing makes me drive more carefully, than the risk of going back to paying 400C a month.

Could this work, in other fields?

What is your opinion?

Thanks for your thoughtful reply. In my proposal, premiums would be set by the length and type of criminal record: in Ontario, level 'one' crime is no violence, arson, drugs, sex, or weapons offence. Level 'two' is any of above.
In answer to your second question, either the province (state) would have to take over the insurance, or farm it out privately, with a fixed % of premiums, going to pay for policing. Either way, the insurance providers themselves are the ones paying for policing, so they have a vested interest in crime prevention. Repeat offenders get it socked to them, in the wallet.

In my world, in car insurance, nothing deters me from careless driving like a sky high premium.

Interesting proposal, but it would be impossible to underwrite a policy like that. Would you determine risk and premiums via a psych eval? You have to remember that in the US, insurance is privatized so premiums would not support public services.

Perfek, I am all for drug testing (illegal substances) anyone on public assistance and disability. If the person tests are positive benefits should be terminated. Unfortunately, it will only serve as a mild deterrent and the sales of clean urine off the internet will increase. Guess hair follicle testing is the only way to do it properly! Next thing you know, people who use illegal drugs will become a protected class.

Our systems are broke, both financially and how they function. There are too many people bilking the system and too many who truly need the services who cannot obtain them, even short term to get back on their feet. Further, how we care for our elderly is deplorable.

I think most people have forgotten that the "they" the checks come from are you and I. The government uses our taxes to fund these services. So bilk the system, you bilk me, your parents, your neighbors, your community. In my volunteer work, this is the hardest concept to get people to wrap their minds around.

Maybe it wouldnt be enough deterrent, but it might ensure that money for policing, kept pace with crime!
